In a war zone, how do they accuraetely count the dead?

Here is a quote from the Red Cross. I just added a link to them in the right column, called sites.

Clashes in Libya have led to thousands of people dead and injured. The violence has resulted in tens of thousands of people escaping to neighbouring Tunisia and Egypt, whose local Red Crescents are providing food and basic medical care to those who have crossed the border.

I chose this topic because....

Innocents always die when big players vie for power. I find this particularly disturbing. Here is a video which communicates the emotion, but without the gore, which is unbearable to watch.
